The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds political autonomy and political strength in post- Saddam Iraq has caused growing threat perceptions in Turkey, Iran, and Arab Iraq. However, the Iraqi Kurds’ ties to the United States and the U.S. drive to stabilize Iraq will likely enable the Kurds to parry the threats. This report will be updated.

The Immigration and Nationality Act (INA) spells out a strict set of admissions criteria and exclusion rules for all foreign nationals who come permanently to the United States as immigrants (i.e., legal permanent residents) or temporarily as nonimmigrants. Notably, any alien who engages in terrorist activity, or is a representative or member of a designated foreign terrorist organization, is generally inadmissible. After the September 11, 2001, terrorist attacks, the INA was broadened to deny entry to representatives of groups that endorse terrorism, prominent individuals who endorse terrorism, and (in certain circumstances) spouses and children of aliens who are removable on terrorism grounds. The INA also contains grounds for inadmissibility based on foreign policy concerns.

International Crisis Group - New Report:
Darfur’s New Security Reality,* the latest report from the International Crisis Group, examines the need to reformulate the peace process, with negotiations that are more inclusive and address the conflict’s root causes. While there are fewer deaths now than in 2003-2004, the parties have splintered, confrontations have multiplied, and violence is again rising. Access for humanitarian agencies is decreasing, international peacekeeping is not yet effective, and a political settlement is still far away. The peace talks launched in Libya in October 2007 are on hold. To succeed, the process must include the full range of constituencies involved in the crisis, such as women and Arab tribes. Moving Here: New online resource reveals UK migration history

The Moving Here website has now been updated to include significant new resources on the history of migration to the UK, especially designed for schools. Further details of which are included in the following highlights from the associated press release:

Moving Here: New online resource reveals UK migration history: A new online learning resource launches today, offering free and unparalleled access to first-hand experiences of migrants in the UK. Moving Here Schools www.movinghere.org.uk/schools, created in partnership and led by The National Archives, has published contemporary primary source materials to encourage pupils to explore Britain’s multicultural society.

A broad range of learning resources, including interactive activities, has been designed to be used across the school curriculum. The site is ideal to support pupils at Key Stage 2 and 3 (ages 8-14) for History, Geography, Citizenship and ICT. Working with a range of heritage institutions, the project has enabled different minority communities to record their own stories of migration using a variety of sources - stories are told through audio, video, photographs, film and crafts.

Synopsis: The European legal system, with its power to influence Member States' behaviour as well as to monitor and enforce legal compliance, is arguably the most effective international legal system in the world today.
Recently however, particularly in the light of national security issues, there have been significant challenges facing
European States and their obligations under the European Convention on Human Rights. This complex relationship is perhaps most visible in relation to Article 3 of the Convention and its interaction with non-nationals.

2) In Search of Solutions: Methods, Movements and Undocumented Migrants in
Africa

Research and Training Workshops, 1-4th of July, 2008
University of Witwatersrand, Johannesburg

The Wilberforce Institute for the study of Slavery and Emancipation, University of Hull, and the Forced Migration Studies Programme, University of the Witwatersrand, invite submissions for a two part colloquium on methods and informal migration. This event is designed to strengthen and further refine the strategies used to analyse and understand migration patterns in Africa. Since many migrants operate outside official channels, conventional methods and government
statistics can often be of limited value in coming to terms with this contentious issue. In the absence of empirically reliable and theoretically sophisticated research methods, speculation and hyperbole have regularly filled the void.

The Forced Migration Studies Programme (http://migration.org.za/ ) is Southern Africa's premier centre for the academic study of migration. This workshop will form a part of a multi-faceted training and dissemination agenda for 2008, including a conference on the State of
Migration in Southern Africa in March, and a Statistics Institute later in the year.

The Wilberforce Institute (http://www.hull.ac.uk/wise/) is dedicated to the pursuit of world class research in the areas of slavery, emancipation, human rights, and social justice. The institute seeks to improve academic knowledge and public understanding of both historical practices and contemporary problems, and to inform public policy and political activism.
