In July 2008 the Advisory Panel on Country Information (APCI) was disbanded and its functions subsumed under the Office of the Chief Inspector of the UKBA. In March 2009 the Chief Inspector established the Independent Advisory Group on Country Information (IAGCI) to assist him with monitoring the UKBA Country of Origin Information Service (COIS) reports.

Audit Commission website on migrant workers

This website expands on the Audit Commission’s report Crossing Borders published in 2007, which looked at the varying impact that the increase in migration for work has had in different parts of England. The website includes additional and expanded case study material, with a particular focus on data issues and on engaging with migrant workers themselves. UNHCR Statistics Update:

We are pleased to inform you that updated statistics on monthly asylum
applications submitted in selected industrialised countries are now
available. The data, which include country totals as well as selected
countries of origin, cover the period from January to June 2008 and refer to
44 countries in Europe, North America, Asia and Oceania. The data have been
posted on the UNHCR Statistics website (www.unhcr.org/statistics) under
ASYLUM TRENDS.

Since the US led invasion of Iraq in 2003, almost 2.5 million Iraqis
have fled their homes to seek asylum in neighbouring countries.
Now Iraqis in Egypt brings you the first ever in-depth online resource
into one of these refugee populations. Close to 150,000 refugees from Iraq are now trapped in Egypt. They have little hope of integration and no home to return to.

IDMC: Interactive Senegal photo gallery

A photo gallery showing villages affected by internal displacement in Senegal's Casamance region is now available to view. Estimates of the number of people internally displaced in the region range between 10,000 and 70,000. Although armed attacks against civilians along the southern border with Guinea-Bissau were reported in the first few months of 2008, people have continued to return to their homes where possible.

This Note provides guidance on the elements to be considered in deciding on asylum applications for international protection as refugees which may be lodged by persons who have fled areas where fumigation operations are conducted. In Part I, the Note analyses the applicable criteria set out in the 1951 Convention relating to the Status of Refugees. It examines two distinct situations: (a) persons fleeing harm related to conflict and/or generalized violence in areas where fumigations take place; and (b) persons fleeing harm resulting from fumigation operations as such. Part II of the Note outlines the assessment which should be undertaken with respect to other international protection needs that may be relevant under broader refugee definitions and/or by virtue of the extended refugee definition under UNHCR's mandate.

UNHCR Launch of Refworld Online

Dear colleagues,

To increase awareness of UNHCR recommendations, guidelines and related papers,
UNHCR regularly sends out e-mail notifications of recently released papers of
interest. We would like to draw your attention that, on Thursday 14 June 2007,
UN High Commissioner for Refugees António Guterres officially launched the new
Refworld website (www.refworld.org), in the presence of Assistant High
Commissioner for Protection, Erika Feller, and the Director of the Division of
International Protection Services, George Okoth-Obbo.

Refworld is UNHCR's state-of-the-art, internet-based protection information
system. It is a knowledge resource which facilitates quality, evidence-based
and effective decision making in refugee status determination procedures.. Over
approximately 15 years, UNHCR has built up a wide patronage among users,
including UNHCR protection officers and other staff, government decision
makers, non-governmental organizations, the judiciary, private practitioners
and academics. The system has proved vital for evidence-based advocacy for
resettlement, internally displaced and stateless persons, migration, and
various other protection concerns.

The information in Refworld has been carefully selected and compiled in
collaboration with UNHCR's global network of field offices, governments,
international and non-governmental organizations, academic institutions,
judicial bodies and others.

The new website includes a professional and consistent design, vastly improved
search functionality and navigation/browsing options, topic guides and
specifically developed special features on core issues. Refworld includes
multiple and advanced possibilities for browsing the collection of documents by
region and/or country, by publisher, by topic/keyword and by document type. In
addition, it has a powerful full text search engine and advanced search
facilities. The complete contents of Refworld - including country reports,
national legislation and case law, and all public domain UNHCR protection
policies and guidelines - are now, for the first time, freely accessible to all
UNHCR staff, external partners and the public at large.
